The Stipendium Hungaricum Scholarship 2027-28 funds a full degree in Hungary. It covers tuition, pays a monthly stipend, supports housing costs and includes health insurance. The Hungarian government runs the programme through the Tempus Public Foundation for students from more than 90 partner countries.

The online portal opens in November 2026. The application deadline is 15 January 2027. You apply in two places: the Stipendium Hungaricum portal and your home country’s sending partner. Missing the sending partner’s step is the most common reason applications fail.

Studies start in September 2027. The programme began in 2013 and now runs across about 30 Hungarian universities with more than 800 programmes.

Programmes span every field: agriculture, business, computer science, engineering, health sciences, humanities, law, arts and architecture. Most are taught in English, and a free Hungarian language year exists for programmes taught in Hungarian.

Host institutions include large research universities like ELTE, the University of Szeged, the University of Debrecen, Semmelweis University and Corvinus University. Each sets its own entrance requirements on top of the scholarship rules.

What the scholarship covers

Tuition-free education: the scholarship removes the full tuition fee at your host university.

Monthly stipend: HUF 43,700 (about €110) for bachelor’s, master’s and one-tier master’s students, paid 12 months a year until you finish. Doctoral students get HUF 140,000 a month in the first phase and HUF 180,000 a month in the second phase.

Accommodation: a free dormitory place, or HUF 40,000 a month toward rent.

Medical insurance: a national health insurance card under Hungarian law, plus supplementary cover up to HUF 65,000 a year.

Degree lengths vary. Bachelor’s programmes run 3 to 4 years, master’s 1 to 2 years, one-tier master’s in medicine, dentistry and pharmacy 5 to 6 years, and doctoral programmes 4 years. Non-degree options include one-year preparatory courses and specialist training.

Plan your budget honestly. The HUF 43,700 stipend does not cover full living costs, and HUF 40,000 falls short of private rents in Budapest. Most students add their own savings.

Travel to and from Hungary is handled per country policy. Some sending partners fund the flight; others leave it to the student. Check your sending partner’s call before you count on it.

The supplementary medical insurance covers costs the national system does not, up to HUF 65,000 a year. Dental and vision cover is limited, and language barriers with local doctors are common, so budget for private care where it matters.

Bachelor’s and master’s holders also take a free two-semester Hungarian language course. It is mandatory. Skip it and you lose the stipend. Fail the final exam and the stipend drops to HUF 30,000 a month.

Who can apply

  • Citizen of a Stipendium Hungaricum partner country. The list covers 90+ countries across Asia, Africa, Europe, the Middle East and Latin America.
  • No Hungarian citizenship. Dual citizens with Hungarian nationality cannot apply.
  • Former Stipendium Hungaricum holders cannot re-apply for the same study level, for example a second bachelor’s degree.
  • Meet the academic entry requirements of the programme you choose.
  • Doctoral applicants need a master’s degree and a research plan.

Some sending partners add their own conditions: an age limit, a national exam, or a minimum grade average. These sit on top of the Tempus rules, and the partner’s decision on nomination is final for your country.

Academic requirements follow the level. Bachelor’s and one-tier master’s applicants need a high school diploma or equivalent. Master’s applicants need a bachelor’s degree in a related field. Doctoral applicants need a master’s degree, a research plan and usually a supervisor who agrees to host the research.

Each partner country runs its own nomination through a sending partner, usually a ministry of education or a national scholarship body. Pakistani applicants go through the Higher Education Commission; the Stipendium Hungaricum Scholarship for Pakistani Students page walks through that country’s process.

How to apply: step by step

  1. Confirm your country is a partner country on stipendiumhungaricum.hu and check which fields are open to you.
  2. Find your country’s sending partner and read its rules. Many run a separate application or nomination round, and its deadline often falls before 15 January.
  3. Use the Study Finder to compare programmes and pick up to two, ranked in order of preference. The University of Szeged is among the most popular host institutions; if Szeged is on your shortlist, the University of Szeged National Higher Education Scholarship page lists another funding option at the same university.
  4. Register on apply.stipendiumhungaricum.hu once the portal opens in November 2026.
  5. Upload your documents and submit before 15 January 2027.
  6. Complete the sending partner’s process: nomination, test or interview, as required.
  7. Sit the university entrance exam or interview, usually between March and May.
  8. Results are announced in June 2027. Accept the award by the date stated in the call.

Take the two-programme choice seriously. Universities see your ranking, and your second choice should be a real backup, not a copy of the first. Check each programme’s language of instruction and entrance requirements in the Study Finder before you rank them.

After you submit, Tempus checks your file for completeness. Incomplete files are rejected without review, which is why the document checklist matters more than the motivation letter at this stage. Nominated candidates then go to the universities, which run their own academic assessment.

Documents you need

  • Online application form with a recent photo (taken within the last 2 years)
  • Motivation letter of at least one page, within the portal’s character limits
  • School or degree certificates and transcripts, with certified translation if the original is not in English, Hungarian or your programme’s language
  • Language proficiency certificate. Requirements vary by programme; most English-taught programmes ask for B2 level.
  • Passport data page, or national ID if you do not have a passport yet
  • Signed Statement for Application, completed digitally in the portal
  • Doctoral applicants: research plan, letter of recommendation and a supervisor statement
  • Medical certificate of fitness to study: only required after you win the award

Each file can be at most 4 MB. If your school certificate, language proof or passport will not arrive in time, you can upload a signed declaration by the deadline and submit the document later. Every other document must be in on time.

Start certified translations early. Translators in many countries need several weeks, and January is their busiest season. Scan everything at good quality and keep each file under the 4 MB limit.

Deadlines and timeline

  • November 2026: application portal opens; partner countries publish their calls
  • 15 January 2027: online application deadline (2 p.m. CET in the last cycle)
  • February to March 2027: sending partners nominate candidates
  • March to May 2027: university entrance exams and interviews
  • June 2027: results announced
  • September 2027: studies begin
  • July to August 2027: visa processing and travel arrangements

Visa appointments at Hungarian consulates fill fast in July and August. Book your slot as soon as you accept the award, and keep your admission letter and scholarship award letter ready for the interview.

How universities select students

Nominated candidates go to the Hungarian universities for assessment. Most programmes run an entrance exam or an interview.

Medicine programmes test biology, chemistry and English. Corvinus University runs an online maths test. Most other programmes interview you on motivation and subject background.

Interviews usually cover your motivation, your academic background and why you chose that programme. Examiners also check that your English is strong enough for the coursework, so practice explaining your field in English before the date.

Doctoral applicants should contact a potential supervisor before applying. A supervisor statement carries real weight in the decision.

Medicine applicants targeting Semmelweis University should check its exam requirements early, since it runs its own subject tests. A separate funding route at the same university, the Semmelweis Pannonia In Excellence Scholarship 2025, is also worth a look.

Nomination is not admission. Your sending partner can nominate you, and the university can still reject you on academic grounds. Apply to programmes where your grades and background genuinely fit.

Tips to strengthen your application

  • Start in November. January applicants run into translation delays and closed test slots.
  • Check your sending partner’s deadline first. It often lands before 15 January.
  • Write the motivation letter for one specific programme, naming its courses and faculty. Generic letters about studying in Europe get cut.
  • Order certified translations early. They take weeks in most countries.
  • Take your language test in time to have the certificate by January.
  • Prepare for the entrance exam. Medicine applicants face biology, chemistry and English; check your programme’s format months ahead.
  • Ask your referees early. Professors write better letters when they have weeks, not days.
  • Keep copies of everything you submit. Sending partners and universities sometimes ask for the same document twice.

Citizens of the 90+ partner countries who meet their programme’s academic requirements. Hungarian citizens, including dual citizens, cannot apply. Former holders cannot re-apply at the same study level.

Do I need IELTS to apply?

It depends on the programme. Most English-taught programmes require B2-level English, often shown with IELTS 5.5-6.5, TOEFL iBT 72-93, a Cambridge certificate or a medium-of-instruction letter. The exact requirement sits on your programme’s Study Finder page.

How much is the monthly stipend in euros?
